Assisting non-profits to provide for COVID-19 unemployment benefits

Mr. McMurtry of Dedham moves to amend the bill by inserting after SECTION ##, the following SECTION:

 

Notwithstanding any general or special law to the contrary, there shall be a Non-Profit Unemployment Benefit Fund to be administered by the secretary of administration and finance. The purpose of the Fund shall be for financial assistance in the form of matching grants to non-profits within the commonwealth due to the 2019 novel coronavirus, or COVID-19, outbreak and executive order 591 or any subsequent order pursuant to such emergency. The commonwealth shall match dollar for dollar funds provided for in the Coronavirus Aid, Relief, and Economic Security Act’’ or the ‘‘CARES Act’’, Public Law 116-136, for unemployment benefit costs to non profits. For the purposes of this act the term “non-profit”, shall mean corporations formed in a manner prescribed in sections 11 to 13, inclusive, of chapter 156B of the General Laws or an organization that is described in section 501(c)(3) of the Internal Revenue Code of 1986 and that is exempt from taxation under section 501(a) of such Code.

There shall be credited to the Fund all amounts that are, by law, transferred or authorized to be transferred thereto or directed to be deposited therein, and all amounts received as gifts, grants, or contributions for the purposes of the Fund. Amounts credited to the Fund shall not be subject to further appropriation and any money remaining in the Fund at the end of a fiscal year shall not revert to the General Fund.

On the effective date of this act, the comptroller shall transfer $XX,000,000 from the General Fund to the Non-Profit Unemployment Benefit Fund for the purposes of carrying out this act.
