The committee on Senate Ways and Means to whom was referred the Senate Bill relative to inmate telephone calls (Senate, No. 1372) (also based on Senate, No. 1430), - reports, recommending that the same ought to pass with an amendment substituting a new draft with the same title (Senate, No. 2846). An Act relative to inmate telephone calls.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to forthwith provide inmates the ability to make domestic telephone at no cost, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public safety.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Chapter 127 of the General Laws is hereby amended by inserting after section 87 the following section:-
Section 87A. Every inmate of a correctional institution or any other penal institution in the commonwealth shall be provided the ability to make domestic telephone calls at no cost to the inmate or the receiving party.
