Presumed Violation

Mr. Tarr moves that the proposed new draft be amended by inserting in line 78 after the word "device" the following:-"An operator of a motor vehicle who holds a mobile electronic device to the operator’s ear while operating such vehicle may be considered evidence of a violation of this section."
