Mr. Tarr moves that the proposed new draft be amended by inserting in line 359 after the word "senate" the following:-"1 member to be appointed by the minority leader of the senate"; and by inserting in line 360 after the "representatives" the following:-"1 member to be appointed by the minority leader of the house of representatives".
