Messrs. Tarr, Pacheco and O'Connor move to amend the bill in section 2A, by inserting after item 2000-1013 the following new item:-

"2000-0100 For the secretary of energy and environmental affairs to conduct a statewide baseline assessment of carbon stock on natural and working lands and track the release of measurable greenhouse gases from and carbon sequestration by natural and work lands to the maximum extent practicable.....................$300,000
