Efficacy of Electronic nicotine delivery system

Messrs. Tarr and O'Connor move that the proposed new text be amended by inserting after section _ the following new section:-

"SECTION_. Notwithstanding any general or special law to the contrary the department of public health shall conduct a study on the efficacy of the use of electronic nicotine delivery system as a form of tobacco cessation.

Said study and any recommendations shall be submitted to the clerks of the house and senate and the joint committee on public health by December 31, 2020."
