Market-based compliance mechanism protections

Mr. Pacheco moves that the proposed new draft be amended by inserting after section 47 the following section:-

“SECTION 47A. If the commonwealth participates in a market based mechanism adopted pursuant to chapter 21N of the General Laws, the commonwealth may continue to comply with the terms of the market based mechanism notwithstanding any change in membership of the market based mechanism.”.
