Phase Out Hydrofluorocarbons

Ms. Comerford moves that the proposed new draft be amended by inserting after section 19 the following section:-

"Section 19A. The secretary of energy and environmental affairs shall promulgate regulations to phase down the use, sale, lease, rental, or installation of any equipment or products that consists of, uses, or will use hydrofluorocarbons or any substances listed as a “Class I substance” or a “class II substance” in 42 U.S.C. § 7671a, as of November 15, 1990 and Appendix A or B of Subpart A of 40 C.F.R. Part 82, as of January 3, 2017. The complete phase out shall be effective as of December 31, 2026."
