Automatic Ballot Delivery for General Election
Ms. Rausch, Ms. Chang-Diaz, Mr. Eldridge, Ms. Comerford, Ms. DiZoglio and Ms. Jehlen move that the proposed new text be amended by adding the following new section:-
SECTION XX: Notwithstanding any other section of this Act, or any general or special law to the contrary, the state secretary shall mail an early voting ballot package for the general election to all active registered voters who registered to vote before October 14, 2020, at their residential addresses listed in the central registry. The secretary may mail such early voting ballot packages in collaboration with city and town clerks, provided that the cost of the mailing shall be borne by the state. Early voting ballot packages authorized pursuant to this section shall be mailed by the secretary or by the city or town clerk to voters as soon as such materials are available; provided, however, that the mailing must be issued no later than October 19, 2020. The early voting ballot package shall include: (i) an official ballot; (ii) instructions for early voting, including but not limited to the date by which the official ballot must be postmarked in order to be timely cast, appearing in bold font and a font size at least 12 points larger than any other type on the instructions other than the document title; (iii) instructions for completing the ballot; (iv) an inner envelope where the ballot is placed after voting which contains an affidavit of compliance to be signed and dated by the voter or the voter's assistant, as applicable; and (v) an outer envelope that is addressed to the local election official with postage guaranteed.
