Equity for rural communities

Messrs. Hinds and Eldridge, Ms. Comerford, Messrs. Lesser, Cyr and Velis move that the proposed new text be amended by adding at the end thereof the following section:-

SECTION XX. (a) Any mailing to a qualified voter in a municipality with less than 500 persons per square mile set forth in this act shall be mailed by United States Postal Service first class mail. (b) The state secretary shall publish by December 31, 2020 a report detailing the number of applications or ballots returned by the United States Postal Service, including information about why the item was returned.
