Mr. Cyr, Ms. Moran and Mr. Montigny move that the proposed new text be amended by adding the following new section:

“Section XX. Notwithstanding chapter 701 of the acts of 1960 or any other general or special law to the contrary, and as a result of the outbreak of the 2019 novel coronavirus, also known as COVID-19, and the declaration of a state of emergency by the governor on March 10, 2020, no assessment shall be made on the towns of Barnstable, Falmouth and Nantucket and the city of New Bedford and the county of Dukes County if the commonwealth is called upon in calendar year 2020 to pay the Woods Hole, Martha's Vineyard and Nantucket Steamship Authority an amount to cover a deficiency for calendar year 2020 and borrowed funds for such purpose.”.
