Improving Racial Equity and Justice in Hampden County

Messrs. Welch and Lesser move that the proposed new text be amended in section 2C, in item 7004-2020,

by adding the following words:- “provided further that not less than $1,500,000 shall be expended for a study on barriers to access to justice in Hampden county, including the physical access to the court, health and safety of the courthouse, access to counsel, post-incarceration rehabilitation programs, job assistance programs for previously incarcerated individuals, violence prevention, and youth development and education programs;”
