Due Process

Mr. Whelan of Brewster moves to amend the bill by inserting in line 1148 after, "chapter 31" the following:-"Any decision of the commission resulting in suspension of more than 2 weeks or decertification if the decision is appealed pursuant to Massachusetts general law 30A the court shall conduct a de novo review of the facts of the case in determining whether the commission acted in a fair and equitable manner given the totality of the circumstances"
