Peace Officer Standards and Training Commission composition

Messrs. Tarr, Fattman and O'Connor move to amend the bill by striking Section 2 (a) lines 611-623 in its entirety and inserting place thereof the following:- There shall be a Massachusetts Peace Officer Standards and Training Commission consisting of 12 members of whom shall be appointed jointly by the governor and attorney general:  6 of whom shall be engaged in law enforcement in the commonwealth provided that 1 of whom shall be a police chief, 1 of whom shall be a law enforcement officer below the rank of sergeant, 2 of whom shall be members of law enforcement labor unions, 1 of whom shall be a law enforcement officer appointed from a list of 5 nominations submitted by the Massachusetts Association of Minority Law Enforcement Officers, Inc; 6 of whom shall be civilians and no commissioner shall have been previously employed as a law enforcement officer or be a retired law enforcement officer, 1 of whom shall be an attorney licensed to practice law in the commonwealth appointed from a list of 5 nominations submitted by the civil rights and social justice section council of the Massachusetts Bar Association, 2 of whom that represent organizations that advocate on behalf of the minority population of the commonwealth and 1 of whom shall be affiliated with one of more institutions of higher learning in the commonwealth with expertise in civil rights and the equal protection of rights.
