Fiscal Responsibility

Messrs. Tarr and O'Connor moved that the proposed new text be amended in section 2, in item 0321-1510, by striking out the figure “$142,985,367” and inserting in place thereof the following figure:- $157,985,367;

And moves to further amend section 2, in line item 1599-3384, by striking out the figure “$1,000,000” and inserting in place thereof the following figure:- $10,000,000;

And further amend section 2, in line item 1599-4448, by striking out the figure “$18,833,000” and inserting in place thereof the following figure:- $45,200,000;

And further amend section 2, by inserting after item 1599-8020 the following item:-

1599-8910 For a reserve to support costs associated with the 14 county sheriffs' offices; provided, that the executive office for administration and finance shall work collaboratively with each office to identify areas of cost savings, cost sharing, increased program integrity and recidivism reduction; provided further, that each office, in collaboration with the executive office, shall identify reasonable cost saving measures, which may include: (a) the development of innovative personnel initiatives, including reducing overtime costs and the ratio of personnel to supervisors; (b) the consolidation of inmate medical and other vendor services across offices; and (c) the establishment of uniform standards and programming across offices; provided further, that funds shall be administered by the executive office based on each office's demonstrated need after accounting for said cost saving measures; and provided further, that not less than 15 days before the distribution of funds, the Massachusetts Sheriffs' Association shall submit a report to the house and senate committees on ways and means on identified cost saving measures, incorporated cost saving measures and the anticipated fund distribution delineated by office…….$46,719,978

And further amend section 2, in line item 4000-1700, by striking out the figure “$113,046,374” and inserting in place thereof the following figure:- $119,858,356;

And further amend section 2, in line item 8900-0001, by striking out the figure “$674,393,117” and inserting in place thereof the figure:- $691,262,536;

And moves to further amend the bill, in section 2E, in line item 1595-1069, by striking out the figure “$10,000,000” and inserting in place thereof the following figure:- $14,177,900;

And further amend section 2E, in line item 1595-6368, by striking out the figure “$343,879,616” and inserting in place thereof the following figure:- $393,879,615
