Relative to Economic Impacts of Legislation

Mr. Tarr moved that the proposed new text be amended by inserting after section __ the following section:-

"SECTION XX. Notwithstanding any general or special law to the contrary, the Executive Office of Housing and Economic Development, in consultation with the Executive Office of Administration and Finance and the Executive Office of Labor and Workforce Development, shall conduct a study to determine, to the maximum extent possible, the impacts of legislation enacted throughout the past five years on the economy of the Commonwealth, including but not limited to the cost of and availability of labor at all skill levels, the recruitment and retention of employees, jobs and business creation and sustainability, competitiveness, and growth potential.

In conducting such study, the committee may conduct one or more hearings to receive public testimony, provided that such testimony be made subsequently available be to the public.

Said study, together with any legislative recommendations, shall be filed with the clerks of the House and Senate and the House and Senate Committees on Ways and Means, not later than 10 months following the passage of this act."
