Foundation Budget Adequacy study

Mr. Tarr moves that the proposed new draft be amended by inserting after section _ the following new section:-

"SECTION_. Notwithstanding and general or special law to the contrary, the Foundation Budget Review Commission, as defined in section 4 of said chapter 70, will undertake an “adequacy” review of the foundation budget and its various components, functional categories, enrollment categories, and increments no later than 60 days after the passage of this act.

Said review shall be completed within twenty-four months of its initiation and shall be submitted to the executive office of education, the department of elementary and secondary education, the clerks of the house and senate, the joint committee on education, and the house and senate committee on ways and means. The department of elementary and secondary education shall provide the necessary resources to the commission to complete the review in a thorough and timely manner."
