Equitable Access to Care

Mr. Finn of West Springfield moves to amend the bill, in section 2, in item 4000-0300, by inserting the following: “provided further, to preserve access to acute care in the ten Massachusetts communities that have had the highest rate of COVID-19 cases per 100,000, as publicly reported by the Department of Public Health, a state supplemental payment, equal to the 2020 state supplemental payment paid to hospitals financially at risk due to COVID-19 emergency, shall be paid to hospitals that have an operating loss of three and one-half percent or greater after both the federal provider relief and the additional fiscal year 2020 supplemental payments for hospitals financially at-risk due to the COVID-19 emergency, as reported by the Center for Health Information and Analysis for fiscal year 2020"
