Mr. Mom of Lowell moves to amend the bill in section 2, in item 0640-0300, in line 18, by inserting after “thrive” the following: “provided further, that not less than $50,000 shall be expended for the Lowell Festival Foundation, in the city of Lowell, to promote the cultural life of the people of Greater Lowell”.
