Parking Meter Authorization on Public Ways

Representatives Santiago of Boston, Livingstone of Boston and Tyler of Boston move to amend the bill by adding the following section:

 

SECTION XXX. Section 37 of Chapter 92 of the General Laws is hereby amended by inserting the following sentence at the end of the first paragraph:- “The commissioner shall not directly or indirectly (a) install, maintain, operate or preserve in place parking meters or (b) charge a fee for parking or (c) in any way derive revenue from parking on any public way without the prior approval by the local appropriating authority, as defined by section 21C of chapter 59, of the municipality in whose boundaries said public way is located.  For the purposes of this section, the term "parking meter" shall include any device designed to collect fees for parking.   Provided further that any municipal approval granted before January 1, 2021 shall be considered void for the purposes of this section.  This paragraph shall in no way limit the commissioner's power to charge fees for parking in off-street parking lots.”
