Substance Use Disorder Care in Skilled Nursing Facilities
Mr. O'Day of West Boylston moves to amend the bill by inserting after section X the following section:- Section XXX. Notwithstanding any general or special law or rule to the contrary, the Executive Office of Health and Human Services shall establish a MassHealth resident rate add-on of no less than $30 per day for nursing facilities that have established a specialized Substance Use Disorder Program to care for Medicaid residents with substance use disorder. This Substance Use Disorder Program rate add on shall be over and above the Standard Payment established in 101 CMR 206. To qualify for this payment nursing homes must have a substance use disorder special care program that includes establishing an ambassador program to ensure the holistic medical and behavioral care of residents with substance use disorder. MassHealth is authorized to make these payments through a monthly supplemental payment or through a selective contract.
