Ensuring genuine affordability in the Commonwealth’s distribution of ARPA funds for the creation of affordable housing

Mr. Capano of Lynn moves to amend the bill In Section 2A, in item 1599-2021, by inserting after “6 under the CommonWealth Builder Program” the following:  “; provided further that affordable is defined as up to 60% Area Median Income (AMI) and that a minimum of one third of all units produced using such funds shall be made available exclusively to households at 30% Area Median Income or below”; and also in item 1599-2022, by inserting after “other state financial assistance in the form of grants or loans” the following: “ ; provided further that affordable is defined as up to 60% Area Median Income (AMI) and that a minimum of one third of all units produced using such funds shall be made available exclusively to households at 30% Area Median Income or below”.
