Deep Poverty Grant Increase
Ms. Decker of Cambridge moves to amend the bill by adding the following new item:-
1599-XXXX For a reserve for the cost of raising monthly cash assistance by 10 percent above the amounts in effect in July 2021 for January 2022 through June 2022 for the Transitional Aid to Families with Dependent Children (TAFDC) program pursuant to chapter 118 of the General Laws and the Emergency Aid to Elders, Disabled and Children (EAEDC) program pursuant to chapter 117A of the General Laws; provided that the secretary of administration and finance shall authorize the transfer of funds from this account to other accounts to meet the purposes of this reserve …………………………………………………..$17,300,000

And further moves to amend the bill by adding the following new section:-
SECTION X. Item 4403-2000 of section 2 of chapter 24 of the acts of 2021 is hereby amended effective December 2021 by striking out the words “provided, that the payment standard for monthly benefits for the program, not including the rental allowance, shall be increased by 20 per cent above the payment standard in effect in fiscal year 2020;” and inserting in place thereof the following words:- provided, that the payment standard for monthly benefits for the program, not including the rent allowance, shall be increased by 10 percent above the payment standard in effect in July 2021.
And further moves to amend the bill by adding the following new section:
SECTION XX. Item 4408-1000 of said section 2 of said chapter 24 is hereby amended effective December 2021 by striking out the words “provided further, that in implementing the program for fiscal year 2022, the department shall include all eligibility categories permitted in this item and the payment standards for monthly benefits for the program shall be increased by 20 per cent above the payment standard in effect in fiscal year 2020;” and inserting in place thereof the following words:- provided further, that in implementing the program for fiscal year 2022, the department shall include all eligibility categories permitted in this item; and provided further, the payment standard for monthly benefits for the program shall be increased by 10 percent above the payment standard in effect in July 2021.
