Amendment #1 to H4515

Commission relative to economic impact of offshore wind wind energy project on Massachusetts Fisheries

Mr. Kearney of Scituate moves to amend the bill by adding the following section:

"SECTION XXXX. That a special commission is hereby established for the purposes of making an investigation and study relative to the environmental and economic impacts of the offshore wind project on Massachusetts fisheries. The commission shall consist of 2 members of the senate, 1 of whom shall be from the majority party, 1 of whom shall be from the minority party, 1 of whom shall serve as co-chair; 4 members of the house of representatives, 1 of whom shall serve as co-chair; 3 of whom shall be from the majority party, 1 of whom shall be from the minority party; a designee from the Massachusetts department of marine fisheries; a designee from the national marine fisheries; and, a designee from the south shore lobstermen's association. All appointments shall be made not later than 30 days after the effective date of this resolve.  The chairperson shall meet with the commission not later than 60 days upon the passing of this bill.  Members shall not receive compensation for their services but may receive reimbursement for the reasonable expenses incurred in carrying out their responsibilities as members of the commission. Within a year of the passing of this bill, the commission shall report to the general court the result of the investigation and study, and, its recommendations, if any, together with drafts of legislation to carry its recommendations into effect by filing the same with the clerk of the house of representatives who shall forward the same to the joint committee on ways and means."
