Cosmetology and Barbering Pathway to Licensure

Representatives Chan of Quincy and Domb of Amherst moves to amend the bill by adding the following section: "SECTION XXXX.  The board of cosmetology and barbering shall establish an Employer Pathway License to allow participating employers to hire and apprentice workers to the license exam without the requirement of any third-party education program.  A participating employer shall hold a valid cosmetology and barbering license by the board, and be formally employing workers as demonstrated by an employer identification number, unemployment insurance account, and workers compensation account; provided, however, such participating employer shall be an "employer" for purposes of minimum wage and worker protections.  An apprentice worker employed by, and while under the supervision of, an employer pathway licensee may perform any services that would otherwise occur in a cosmetology education clinic as approved by the board for a minimum number of hours as determined by the board in order to sit for the cosmetology and barbering license examination.  The board may promulgate rules and regulations necessary for the implementation and oversight of this Employer Pathway License and requirements of apprentices."
