Mr. Biele of Boston moves to amend the bill in section 2 in item 4512-0205 by inserting the following: "provided further, that not less than $300,000 shall be expended for the Joseph Nee Collaborative Center for substance abuse programming" and moves to further amend in said item by striking the figure "$3,150,000" and inserting in place thereof "$3,450,000
