Amendment #15 to H4700
Stopping the Reply-All Problem (STRAP)
Mr. Pignatelli of Lenox moves to amend the bill by adding the following section:
“SECTION XX. There shall be an annual training for members of the House of Representatives on how to appropriately reply to a building-wide or large-group email. The subjects in the training shall include, but will not be limited to (a) distinguishing between the reply and reply-all buttons, (b) recognizing when an email is intended for a broad audience versus an individual recipient, (c) understanding when it is appropriate to reply-all, (d) understanding the consequences that may arise from an unintended reply-all response, and (e) discerning when it is appropriate to utilize a group message as the primary method of communication instead of an email chain.
