Health Sciences Education and Workforce Innovation

Mr. Lawn of Watertown moves to amend the bill by inserting after section [section number] the following section:

"SECTION XXXX. (a) Notwithstanding any general or special law or regulation to the contrary, there shall be special commission to develop a strategic plan for the renovation and expansion of the Mount Ida campus of the University of Massachusetts at Amherst in the city of Newton for the purpose of establishing a Massachusetts school of health sciences education and center for health workforce innovation. The special commission shall consist of the following 21 members or their designees: the house and senate chairs of the joint committee on health care financing, who shall serve as co-chairs of the commission; 1 members to be appointed by the speaker of the house of representatives; 1 members of to be appointed by the president of the senate; 1 member of the minority party to be appointed by the minority leader of the house of representatives; and 1 member of the minority party to be appointed by the minority leader of the senate; the secretary for administration and finance or a designee; the secretary of health and human services or a designee; the secretary of labor and workforce development or a designee; the commissioner of higher education or a designee; the chancellor of the University of Massachusetts at Amherst or a designee; and 10 members who shall be appointed by the governor: 1 of whom shall be a representative of the Massachusetts Health & Hospital Association; 1 of whom shall be a representative of the Massachusetts Association of Behavioral Health Systems; 1 of whom shall be a representative of the Massachusetts League of Community Health Centers; 1 of whom shall be a representative of the Mass Senior Care Association; 1 of whom shall be a representative of the Mass Home Care; 1 of whom shall be a representative of the Massachusetts Medical Society; 1 of whom shall be a representative of the Massachusetts Nurses Association; 1 of whom shall be a representative of local 1199 of the Service Employees Industrial Union; 1 of whom shall be a representative of the Home Care Aide Council; 1 of whom shall be a representative of the Disability Policy Consortium.

(b) In developing the strategic plan, the commission shall endeavor to: (i) set the national standard in health science education and research; (ii) position the commonwealth to compete globally to recruit and retain students and faculty; and (iii) advance integrated, collaborative, and multi-disciplinary models of care comprised of clinical teams trained to respond and adapt to the changing health care environment.

(c) The strategic plan shall make recommendations regarding, but not limited to: (i) options to construct, improve, renovate, enlarge, or equip facilities at the Mount Ida campus to create multi-disciplinary instructional spaces, including active-learning classrooms, simulation centers, small group rooms, health science libraries and learning commons, general purpose classrooms, offices, and conference rooms, student services and other amenities; (ii) resources required to advance innovative training and professional development in primary care, pediatric care, specialty care, preventive care, chronic care, acute episodic care, palliative care, hospice care, and the provision of hospital services, pharmacy services; mental health, behavioral and substance use disorder treatment services; oral health and vision care services, and long term supports and services, and home health services; (iii) opportunities to collaborate with public and private partners on new and evolving educational offerings, including the establishment of new certificate, associate, baccalaureate , masters, and doctoral professional programs; (iv) opportunities to create pipeline programs in partnership with secondary education in the commonwealth; (iv) best practices for faculty pipeline programs, faculty coaching and training to address shortages in full-time and part-time faculty; (v) opportunities to leverage related investments to recruit a more diverse and inclusive workforce and address disparities in the health care system; and (vi) opportunities to promote and advance research and policy development related to health science professional practice and health care delivery system reforms.

(d) In carrying out its charge, the commission co-chairs may appoint subcommittees to investigate and report on specific topics related to the development of the strategic plan. The co-chairs may appoint to these subcommittees additional individuals not otherwise appointed to the committee.

(e) The first meeting of the commission shall take place within 45 days after the effective date of this section. The commission shall submit its strategic plan, along with any legislative or budgetary recommendations necessary to implement its plan, to the clerks of the senate and house of representatives, the senate and house committees on ways and means, the joint committee on health care financing and the joint committee on higher education not later on or before November 1, 2022.

(f) Notwithstanding any general or special law to the contrary, at the request of the commission, all agencies, executive offices, departments, boards, commissions, bureaus, divisions and authorities of the commonwealth shall provide, to the extent possible, relevant data and analysis necessary for the study to the contracted organization; provided however, that such data shall be confidential and shall not be a public record under clause Twenty-sixth of section 7 of chapter 4 of the General Laws.
