Direct Care Worker Compensation

Mr. Mahoney of Worcester moves to amend the bill in section 2, in item 1599-6903, by adding the following: “; provided further, that any human service provider receiving revenue under said chapter shall use not less than 75 percent of received funds for compensation for their frontline and direct care workforce, which may include but shall not be limited to hourly rate increases, wraparound benefits, shift differentials, overtime, hiring and retention bonuses, or recruitment, as defined by the executive office of health and human services; provided further, that any human service provider shall, as a condition of receipt of receiving these funds, complete an attestation form as required by the executive office of health and human services regarding its plan for spending said funds and a spending report documenting the expenditure of said funds no later than October 31 of the following fiscal year; and provided further that, upon application and documentation by a human service provider, the Secretary may modify the required percentage of funds set forth under the previous proviso in order to prevent material interference with the provider’s mission;".
