Including underemployed and unstably housed youth in "at-risk"

Ms. Elugardo of Boston moves to amend the bill in section 2, in item 7002-0012, by striking after the word “at”, in line 1, the words:- “reducing juvenile delinquency in high-risk areas” and inserting in place thereof the following words:- "increasing youth employment and reducing youth street-involvement and homelessness in low-income communities"; and in said section 2, in said item 7002-0012, by inserting after the word “populations”, in line 6, the following words:- “, and youth up to age 25 who are experiencing housing insecurity”.
