Amendment #913 to H4700

Special Commission on Community Redevelopment and Land Preservation

Mr. Oliveira of Ludlow moves to amend the bill by adding the following section:

“SECTION XXXXX. There shall be a special commission to investigate ways to aid communities and redevelopment authorities with the demolition or repurposing of vacant buildings to support re-use, land preservation, environmental protection, and economic development, with an emphasis on rural communities, small communities and Gateway Cities.

The special commission shall be composed of: two co-chairs appointed by the Speaker of the House of Representatives and the President of the Senate; the Secretary of the Executive Office for Administration and Finance, or a designee; the Secretary of the Executive Office of Energy and Environmental Affairs, or a designee; the President & CEO of MassDevelopment, or a designee; three members from the Massachusetts Municipal Association, with an emphasis on members from rural communities and members from small communities or Gateway Cities; one member from the Massachusetts Association of School Superintendents who represents a regional school district; one member from the Massachusetts Association of School Communities who represents a regional school district; and the executive director of the Massachusetts School Building Authority, or a designee. The special commission may hold public hearings; provided, however, that the hearings shall be held in a manner to ensure diverse geographic representation.

The special commission shall have its first meeting on or before January 2, 2023. The special commission shall file a report of its recommendations, if any, together with any recommendations for legislation, with the clerks of the senate and the house of representatives on or before April 30, 2023.”
