Placement of DCF and DYS involved youth in therapeutic group homes and congregate care
Mr. LeBoeuf of Worcester moves to amend the bill in Section 16 by adding the following:
If a child or adolescent is in the care or custody of the department of children and families or the department of youth services, it is the responsibility of the agency with custody to maintain record of the therapeutic or medical reasons why a child or adolescent is placed in a group home or congregate care setting and what services that particular setting will provide in order to enhance the child or adolescent’s mental, behavioral, or physical well-being. If the child or adolescent is placed in a therapeutic group home or congregate setting and will not receive therapeutic services or their therapeutic needs are not met, the agency with custody must notify the Office of the Child Advocate and explain the rationale for the placement.
