Amendment #8 to H4978

Selective Service Registration

Mr. Cutler of Pembroke moves to amend the bill, as amended, by adding the following section:

"SECTION  XXXX. Notwithstanding any general laws or special laws to the contrary, the Registry of Motor Vehicles shall conduct and report to the Legislature a comprehensive plan to implement an automatic registration system for the Selective Service System for any qualified applicant for an operator’s license, learner’s permit, identification card or a renewal of any such permit or license, who is at least 18 years of age but less than 26 years of age, in compliance with section 3 of the U.S. Military Selective Service Act, provided such system includes an opt-out provision and establishes reasonable data privacy regulations.

The comprehensive plan shall include the estimated cost of implementing an automatic registration system for the Selective Service System by the registrar of motor vehicles, including initial start-up costs.

The Registry shall report not later than March 1, 2023 to the house and senate committees on ways and means and the joint committee on transportation."
