Allocating Budget Surplus and ARPA Funds for Households in Deep Poverty

Ms. Decker of Cambridge moves to amend the bill by adding the following new item:-

1599-XXXX For a reserve for the cost of increasing monthly cash assistance benefits in fiscal year 2023 for the Transitional Aid to Families with Dependent Children (TAFDC) program pursuant to chapter 118 of the General Laws and the Emergency Aid to Elders, Disabled and Children (EAEDC) program pursuant to chapter 117A of the General Laws by 10 percent above the payment standard in effect in fiscal year 2022; provided that the secretary of administration and finance shall authorize the transfer of funds from this account to other accounts to meet the purposes of this reserve …………………………………………………..$52,000,000

And further moves to amend the bill by adding the following new section:-

SECTION X. Notwithstanding any general or special law to the contrary, the payment standard for monthly benefits for the Transitional Aid to Families with Dependent Children (TAFDC) program pursuant to chapter 118 of the General Laws and the Emergency Aid to Elders, Disabled and Children (EAEDC) program pursuant to chapter 117A of the General Laws, not including the rent allowance for TAFDC, shall be increased in fiscal year 2023 by 10 percent above the payment standard in effect in fiscal year 2022.
