Promoting Housing Stability by Allocating Budget Surplus and ARPA Funds to Expand Access to RAFT

Ms. Decker of Cambridge moves to amend the bill moves to amend the bill by adding the following new item:-

7004-XXXX  For a reserve to promote housing stability for families and individuals at risk of eviction or homelessness; provided, that not less than $250,000,000 shall be expended to supplement funds available under line item 7004-9316 for the Residential Assistance for Families in Transition program; provided further, reserve funds shall be made available to otherwise eligible households with incomes above 50 per cent of area median income but below 80 per cent area median income; provided further, that to be eligible for funds or services from this reserve, it is not necessary for a household to be subject to the summary process pursuant to chapter 239 or have received a shut-off notice from a utility company; provided further, funds from said reserve shall be available to cover up to 12 months in combined rental arrearage and forward rent payments for eligible households; provided further, under said reserve, the department and administering agencies shall make direct payments available to tenants whose landlords are unresponsive or refuse payments ………………………………… $250,000,000
