Safety of Children on School Buses Pilot
Mr. Honan of Boston moves to amend the bill by including the following new section: -
SECTION XXX. (a) Notwithstanding any General or Special Law to the contrary, the Executive Office of Public Safety and Security shall establish a pilot program for the purposes of ensuring the safety of children embarking and disembarking school buses in the Commonwealth.
Said pilot program shall incorporate up to 10 municipalities in the Commonwealth, and will consist of an initial 10-week period. During this time, participating communities shall be authorized to install and operate digital video school bus violation detection monitoring systems for purpose of gathering data on motor vehicles that fail to stop for a school bus when required to do so by the provisions of Section 14 of Chapter 90. Such systems shall be limited to monitor and detect violations of motorists failing to stop for a school bus.
(b) The Executive Office of Public Safety and Security shall submit a report to the Massachusetts Department of Transportation and Massachusetts General Court by December 31, 2022 regarding the use and operation of the monitoring system in the pilot communities. This report shall contain data on the number of violations observed under this section at each particular intersection, In addition, the report shall also include the cost to maintain each said monitoring system and the amount of prospective revenue obtained from each said monitoring system during the pilot period.
