Emergency Preamble

Mr. Crighton moves to amend the bill by striking out section 3; and by inserting before the enacting clause the following emergency preamble:-

“Whereas, the deferred operation of this act would tend to defeat its purpose which is to authorize forthwith the city of Lynn to grant a conservation restriction to the department of conservation and recreation through certain parcels of land in the municipalities of Lynn, Saugus and Lynnfield, therefore it is hereby declared to be an emergency law necessary for the immediate protection of the public convenience.”
