Preclusion of Study Orders for Majority-Support Bills

Mr. Philips of Sharon moves to amend the order in proposed Rule 4, in line 355 ,by inserting after the word "branches" the following paragraph:

"If a bill receives a majority of co-sponsors in the legislature, a majority being eighty-one (81) members of the House and twenty-one (21) members of the Senate, that bill shall be precluded from being accompanied by a study order of the standing joint committee for the duration of the legislative session.".
