Use of emergency preamble

Ms. DiZoglio moves to amend the report in Rule 17 by inserting at the end thereof the following:- "The use of an emergency preamble shall be reserved for those instances in which the bill or resolve must take effect immediately upon enactment in order to be effective for the purposes for which it is enacted."
