Technical or perfecting amendments

Ms. DiZoglio moves to amend the report in the fourth paragraph of Rule 27A  by inserting after "Rule 27 or 27A" the following:- ". A technical or perfecting amendment may be used to make corrections to avoid repetitions and unconstitutional provisions, to ensure accuracy in the text and references, and consistency with the language of existing statutes, and to give effect to section 52 of chapter 3 of the General Laws, and shall not be permitted to make any change in the sense of legal effect, or any material change in construction or substance, including, but not limited to, additional appropriations or policy measures".
