Suspension of notice rule for legislative matters

Ms. DiZoglio moves to amend the report by striking the third paragraph of Rule 33A and inserting in place thereof the following:- "This rule shall be suspended only upon a unanimous vote of the members present and voting; except in the event of an emergency, in which case this rule may be suspended by a 2/3 vote of the members present and voting. The latter shall be reserved for those instances in which the legislative matter must take effect immediately upon enactment in order to be effective for the purposes for which it is enacted."
