Successive formal sessions

Messrs. Tarr, O'Connor and Fattman move to amend the report by inserting after rule 5A the following new rule 5A1/4-"The Senate shall not convene in formal sessions with or without a calendar within 8 hours of each other, unless an emergency is declared by the Senate President. This rule can only be suspended by unanimous consent."
