Committee rules
Ms. DiZoglio moves to amend the report in Rule 1D by striking the fifth sentence and inserting in place thereof the following:- "No executive session shall be held except upon extraordinary circumstances. Committees shall notify the Clerk of the House of the time, place and agenda of an executive session not less than 24 hours prior to the time of such executive session and the Clerk of the House shall inform all committee members electronically and publish such information on the official website of the General Court whenever practicable. The 24 hour notice requirement shall be suspended only upon a recorded unanimous vote of all of the committee members.";
further in said Rule 1D by inserting after "bills or other forms of legislative matters" the following:- "not less than 24 hours";
further in said Rule 1D by inserting after "executive session or poll." the following:- "Committee members who are unable to attend an executive session shall be permitted to vote by electronic means in like manner as when responding to a poll, for a period of not less than 24 hours prior to the start of such executive session. Committee members shall be given not less than 24 hours to respond to a poll.";
and further in said Rule 1D by inserting after "on the website of the General Court" the following:- "as soon as practicable but no later than 24 hours of the vote being taken".
