Maximizing federal reimbursement

Messrs. Tarr and Montigny move that the proposed new text be amended by inserting in line 32 after the word "aggregate" the following:-"provided, however, that in the planning, design and construction of such facilities the administration shall endeavor at all times to control and minimize costs to the commonwealth through the maximization of efficiencies, cost savings and federal and other non-state cost sharing and/or reimbursements".
