Maximizing the benefits of the Soldiers' Home in Holyoke

Messrs. Tarr and Eldridge and Ms. Jehlen move that the proposed new text be amended in line 27, by inserting after the word "Affairs":-", provided further, that such design and construction shall reflect current and projected needs of the population it is intended to serve, best practices to meet those needs, the quality, effectiveness and efficiency of care to be delivered at the facility, and shall seek to promote the quality of life for those whom it will serve"
