Statewide Towing Contracts

Messrs. Tarr and Moore move that the proposed new text be amended by inserting after section _ the following new section:-

"SECTION _. Notwithstanding any general or special law to the contrary, Massachusetts Operational Services Division shall conduct a review of the Department of the State Police’s recent series of procurements seeking towing and recovery services on behalf of the department to ensure best practices were adhered too. The audit shall include a review of the procurement process and, where applicable, the administration of new contracts. The Division shall submit a report detailing the process by which the Department conducted its procurements; any inconsistencies in the bidding and award of similar procurements; the identification of best management practices, if any, that should have used in conducting the bidding and award of these contracts; and, the Department’s adherence to the towing and recovery contracts once awarded.

Said review and recommendations shall be submitted to the House and Senate Clerks, no later than October 1, 2021."
