An Act amending the charter of the town of North Andover.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 7 of the charter of the town of North Andover, which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by striking out section 11 and inserting in place thereof the following section:-

Section 11. North Andover Commission on Ability Assistance

7-11-1. A commission on disability issues of an indefinite, but odd, number shall be appointed by the select board for 3-year overlapping terms.

SECTION 2. Chapter 9 of said charter is hereby amended by striking out the section 6 and inserting in place thereof the following section:-

Section 6. Notice of public hearing on proposed budget and capital improvements plan and publication of the finance committee report

9-6-1. The finance committee shall conduct at least 1 public hearing on the proposed budget and capital improvements plan and shall issue printed recommendations, if the recommendations are available, and detailed explanations on all financial articles, including the operating budget and the capital improvements plan, in an annual finance committee report. The report shall be made available to all residents of the town, not less than 21 days prior to the annual town meeting, at the town hall, the Stevens Memorial Library, the senior center and the police station, on the town’s website and, upon request, by e-mail and United States mail. Copies of the annual finance committee report shall also be made available at the annual town meeting. In preparing its recommendations, the committee may require the town manager or any town division, department, office, board, commission or committee to furnish it with appropriate financial reports and budgetary information.
