Billing for mental health

Messrs. Tarr, Montigny and O'Connor move that the proposed new draft be amended by inserting after section _ the following new section:-

"SECTION_. Notwithstanding any general or special law to the contrary the masshealth program shall develop, promulgate, and maintain the necessary regulations to allow for psychapharmacolgy assessment, evaluation and treatment services and psychotherapy services to be compensated when provided at separate times during the same day, provided further that each such instance of service delivery is properly documented does not represent duplication or  redundancy, and services to maximize cost-effective treatment and case management"
