5-year strategic plan to serve eligible veterans

Messrs. Tarr and Timilty move that the proposed new text be amended by inserting after section _ the following new section:-

"SECTION_. Notwithstanding any general or special law to the contrary the secretary of veterans affairs shall develop and maintain a 5-year strategic plan to serve eligible veterans in the most efficient and effective manner, including but not limited to managing the maintenance and modernization of all facilities, creating the needed capacity and specialization for all the modernization efforts, maximizing all federal reimbursements possible where applicable, and maximizing the quality of life for all those who have served the Commonwealth and the United States of America in the armed forces. At the end of each plan the Commissioner shall assess and re-evaluate to form the following 5-year time period plan. The plan shall be submitted to the clerks of the house and senate along with a summary of the actions taken".
