Emergency Outpatient and Inpatient Capacity at veterans homes

Mr. Tarr moves that the proposed new text be amended by inserting after section _ the following new section:-

"SECTION_. Notwithstanding any general or special law to the contrary the secretary of veterans services in conjunction with the department of public health shall ensure at veterans homes trained personnel to provide emergency outpatient and inpatient treatment capacity for  residents at veterans homes at risk of suicide."
